Well, the reality is either you are on duty or you not, if you are not on duty then you should not be taking care of official business or not being on the scene as it makes your participation appear to be from an on duty perspective. He should not have been no where near the scene. Off duty you can do what ever, but this excuse seem a bit weak and was used to escape punishment. Thanks for sharing.
