It appears they are a private firm, that will now be sanctioned. Apparently this type of money laundering is not new and was allowed to continue. Yes, I agree there should always be checks and balances. We blinding trust banks and instutitions, but that is a big mistake as we see here. Monitoring and accoutabilitiy daily is the key.
